Introduction to Padma Awards
Padma Vibhushan is the second highest civilian award in India. This award is given by the President to the recommended person . A medal and citation are given in this honor. It came into existence on 2 January 1954. This is the second prestigious honor after Bharat Ratna. The Padma Bhushan is the third civilian honor after Padma Vibhushan. This honor is awarded for distinguished and remarkable service in any field. It also includes services performed by government employees. After padma Bhusan the fourth Highest civilian honour is padma shri.
History
This honor was established by the President on 2 January 1954. In 1955, some changes were made to it. Evidence of initial honour recipients are unavailable. The honors were postponed between 1977-1980 and 1992-1998. Till the end of 2009, only 264 persons were given this honor.

Padma Vibhushan the second highest civilian award of India
This medal was awarded from 1954 to 1955 only. It was a round medal produced by gold. Whose diameter was 1-3 / 8 ". Embossed lotus flower in the middle, above inscribed; Padma Vibhushan; and below was inscribed a wreath . On the other side of the medal there was a mark of Government of India, Above (Desh Seva) Inscribed and below (Lotus garland) was inscribed.
In 1955, the appearance of the medal was changed. A medallion of 1-3 / 16 "diameter, geometric form of bronze was used, in the middle of which four raised lotus leaves were made in white gold. But, In 1957, this medal was improved and its prevalent bronze color was changed to shining bronze. The top and bottom of this flower was inscribed with Padma Vibhushan in silver color.

Padma Bhushan is the third highest honor given by the Government of India, for its valuable contribution to the country. The bronze badge is given in this honor, which is 1-3 / 16 inches. The government had constituted a high-level review committee under the chairmanship of the Vice President of India to consider the Padma Samman guidelines and some other aspects.
